Biography

Omer Fisher has over twenty years of experience in human rights, working with international and civil society organizations at the intersection of human rights practice, policy, and emerging technology.

Between 2003 and 2010, he worked at the International Secretariat of Amnesty International in London, initially as Researcher on the Balkans and later as Senior Research Policy Advisor, developing guidelines and training on human rights fact-finding, investigative methodology, and ethical standards for field research.

In 2010, he joined the OSCE Office for Democratic Institutions and Human Rights (ODIHR), where he served as Human Rights Adviser, Deputy Head, and Head of the Human Rights Department, leading a team of 25 staff delivering human rights monitoring, policy advice, and technical assistance across the OSCE region, with a strong focus on the use of digital tools and new technologies in human rights work.

After 2020, Omer worked in the UN system as a Senior Human Rights Adviser, first heading the OHCHR Field Presence in Belarus during the 2020-2021 human rights crisis, and subsequently holding positions at the UN Development Coordination Office and OHCHR. He currently heads the Uzbekistan Team of the OHCHR Central Asia Regional Office, where his work includes the first systematic data collection on torture and ill-treatment in Uzbekistan and policy-level engagement on civic space and NGO legislation.

Alongside his human rights practice, Omer has developed a growing expertise in artificial intelligence and its applications in human rights contexts. He is the developer of Praxis Rights Lab, an AI-powered training platform for human rights interviewers built on the PEACE investigative interviewing framework, combining real-time signal detection, dynamic trust scoring, and personalised AI-generated feedback.

Omer Fisher holds a PhD in Politics from the University of Strathclyde, Glasgow, and a degree in Economics from Bocconi University, Milan. He is fluent in English, Italian, and Russian, with working knowledge of French and Bosnian/Croatian/Serbian.
